I’ve seen some of those Adam West Batman shows and based on that I have every reason to believe that the picture is really a scene from one of the shows!

It absolutely is! The Joker uses a mind draining device to suck all the surfing ability out of a surfing champ, then uses the new ability to become king of the surf. (Somehow, this will lead to him taking over Gotham but it is never explained.) Batman challenges him to a surfing competition and beats him. The Joker gets arrested because of some kidnappings during the course of the caper, including Hot Dog Harrigan, the owner of a hot dog stand. Highlights of the episode include Batman using his Anti-Shark Repellent Batspray, and Commissioner Gordon and Chief O’Hara going to the beach undercover as beach bums. Too good! And I love the swimming trunks Batman and the Joker seem to find it necessary to wear over their outfits.
